Institutional profiles


For selected eco-finance institutions eco-finance.org provides "institutional profiles". These profiles contain more detailed, and often exclusive and original information on selected domestic eco-finance mechanisms and institutions. Currently, profiles of 15 eco-finance mechanisms in South East Europe are provided (see below). In most cases, the profiles presented on eco-finance.org represent the only publicly available, detailed source of information (in English) on recent operations of the featured institutions. Typically, the following aspects are covered in an institutional profile:

  • legal basis of the institution;
  • management and administration;
  • revenues;
  • spending strategies;
  • expenditures;
  • funding cycle;
  • reporting;
  • achievements and future prospects

Eco-finance institution/mechanism


Bosnia and Herzegovina


The Environmental Fund of the Federation of Bosnia and Herzegovina (EFFBiH) was legally established in 2003. Since 2006, revenues have been allocated to the Fund.

The Environment Protection Fund of Republika Srpska (EFRS) was legally established in 2002. Since 2008, revenues have been allocated to the Fund.

Croatia


Founded in 2004, the Environmental Protection and Energy Efficiency Fund (EPEEF) of the Republic of Croatia has some 50 mln Euro annual revenues and supports projects and programs in the areas environmental protection, energy efficiency and renewable energy. The focus has been on support to waste management projects in recent years.

Hrvatska banka za obnovu i razvitak (HBOR) is the Croatian Bank for Reconstruction and Development. At the end of 2007, HBOR had assets worth 17.4 bln HRK. HBORs lending programmes include environmental protection and infrastructure.

FYR Macedonia


The Environmental Investment Programme of the Ministry of Environment and Physical Planning (MOEPP) of the Republic of Macedonia has yearly revenues of roughly 1 mln Euro and supported 254 environmental projects between 2004 and 2007 with grant finance.

FYR Macedonia


The Ministry of Transport and Communications (MTC) finances various water supply and sewerage projects. In addition, MTC administers foreign assistance for the water sector.

Moldova


The National Environmental Fund and Local Environmental Funds are important mechanisms for financing environmental protection in the Republic of Moldova. These Funds disposed of annual revenue of approx. 4 mln Euro in 2007 and provided grants for projects in the water sector, nature conservation sector and other areas.

Montenegro


A new "Environmental Investments Revolving Fund" or "Eco-Revolving Fund" is expected to be established during 2008.

The Directorate for Water at the Ministry of Agriculture, Forestry and Water Management (MAFWM) is providing substantial finance for water sector investments in Serbia.

The National Investment Plan (NIP) for the period 2006–2011 is a government initiative to stimulate growth and economic development in Serbia by improving public infrastructure, the education and health system, housing and environmental protection.

In Albania, the Ministry of Public Works, Transport and Telecommunications and the Ministry of Environment, Forests and Water Administration provide finance for environmental investments, water sector investments and waste management related investments.
