Eco-finance in Moldova


Domestic public finance


The National Environmental Fund and Local Environmental Funds are important mechanisms for financing environmental protection in the Republic of Moldova. These Funds disposed of annual revenue of approx. 4 mln Euro in 2007 and provided grants for projects in the water sector, nature conservation sector and other areas.

The Ministry of Agriculture and Food Industry (MAFI) is operating a small scale subsidy program with support for organic farming/production. Further information can be obtained from Mr Ion Perju or Mr Iurie Senic (MAFI), Tel. +(373 22) 210249. View MAFI website.


The establishment of a new Water Fund has been proposed in the draft new Water Law. The new Water Law has not been adopted yet, however.

One of the current focus areas of Austrian Development Cooperation and Cooperation with Eastern Europe, ADC (implemented by the Austrian Development Agency, ADA) in Moldova is water supply and wastewater treatment. For details see the dedicated ADA website.


In (South) East European countries, the Canadian International Development Agency (CIDA) currently supports multilateral projects in the areas climate change and environment & security. Details on the CIDA website.

The Danish Carbon Program offers carbon finance. For details visit the dedicated website. So far, Danish Carbon has no projects yet in Moldova.


The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) public-private partnership program (PPP): view website.


The Dutch Agency for International Business and Cooperation (EVD) operates a "Program for Technical Cooperation with Emerging Markets (PSOM)" that supports Dutch companies investing in emerging markets (environmental criteria are applied in procedures): view website.


The Finnish Carbon Procurement Programme (Finnder) offers carbon finance. For details visit the Finnder website. So far, Finnder has no projects yet in Moldova.

Japan Bank for International Cooperation (JBIC): "Economic Cooperation (ODA) loans" are available to the public sector or to financial intermediaries in developing and transition countries, to assist in the development of key social and economic infrastructures, including for example effective use of water and energies. Moldova Social Investment Fund

The Moldova Social Investment Fund (MSIF) is supporting local communities to manage their priority development needs. MSIF has several spending areas. Two of these spending areas include: water supply, sanitation and flood protection, as well as district heating and energy efficiy services. 

According to MSIF's website, the total cost of the MSIF project amounts so far to ca. 55.8 mln USD. Sources of finance include: World Bank (IDA credit amounting to 35 mln USD); Swedish Agency for International Development Cooperation (SIDA) grant in the amount of 5,3 mln. USD; UK Department for International Development (DFID) grant in the amount of 2.7 mln GBP; 0.8 mln USD grant offered by the Government of Japan (JSDF); about 2.9 mln USD contribution of the Government of the Republic of Moldova; and, about 7.9 mln. USD equivalent in MDL in the form of in-kind contributions from supported Moldovan communities.
