Good practice in managing environmental subsidy schemes


The "Good Practices for Public Environmental Expenditure Management (GPPEEM)", published by OECD in 2003, can be applied to all public agencies managing environmental expenditure programmes. The GPPEEM provide guidance on how to design and implement public environmental expenditure programmes in line with the sound principles of public finance. They outline rules, procedures and organisational frameworks that are acceptable for Ministries of Finance and international donors. The Good Practices provide specific checklists for measuring to what extent a public environmental financing institution aligns with the sound, internationally-recognised standards for such institutions. The performance of programmes and institutions is measured along three dimensions: environmental effectiveness, fiscal prudence and management efficiency. To guide the OECD member-states in improving the management of their public environmental expenditure programmes, in 2006, the OECD Council adopted the GPPEEM as Council Recommendation.

OECD (2007): Handbook for Appraisal of Environmental Projects Financed from Public Funds. The Handbook proposes a set of management approaches to designing realistic public environmental expenditure programmes and selecting and financing the most cost-effective projects supported with public funds. It focuses on appraising investment projects in the water sector.

Good practice in project preparation


European Commission / UK Environmental Know How Fund (1997): Environmental Project Development Manual. This Manual is designed to support the development of environmental projects. The basic principles and techniques used are generally applicable to projects in other sectors as well (e.g. regional development, transport, energy, and agriculture).
